Public offer

Publication and effective date: 27 October 2026. Applies to orders confirmed after publication.

Services for purchasing goods on the customer's instructions, receiving and storing goods, warehouse handling and arranging international delivery. Websites: puremf.me and puremailforwarding.com.

1 Provider and formation of the contract

1.1. ELECTROVEINS Limited, Hong Kong, registration number 77062760 (the Provider), offers PureMF services to legally capable adults for goods intended for personal use. The Provider is the customer's single contracting party and is responsible for the agreed services, settlements, refunds and claims.

1.2. The Provider engages payment, purchasing, warehouse and transport partners. Their involvement does not in itself replace the Provider as the customer's contracting party. The payment recipient and its role are disclosed before payment. A partner may collect funds on behalf of the Provider only within its documented authority and the terms of its bank or payment provider.

1.3. Registration creates an account and does not itself constitute an order for paid services. A contract for a particular order is formed when the customer expressly confirms the order after being shown the services, price or calculation method, currency, restrictions and applicable version of the terms. Confirmation is recorded with its date, customer identifier and version of the terms.

1.4. Services and operations may be ordered in stages. Paid extras require agreement. Confirming an order does not constitute consent to undisclosed charges, advertising or automatic ordering of all available services.

2 Account and customer instructions

2.1. The customer provides accurate information about themselves, the recipient and the goods, keeps account access secure and reports suspected unauthorised use. The Provider implements safeguards within its responsibilities.

2.2. An order identifies the goods or incoming parcels, selected services, delivery address and recipient, permitted expenses and instructions. The Provider confirms acceptance of the instructions or requests missing information. The history of instructions and changes is available for review.

2.3. The warehouse address is used to receive goods as agreed. Using it to register legal entities or financial accounts requires separate agreement for the relevant service, where lawful and available.

2.4. The customer complies with restrictions in the countries of dispatch, transit and destination. The Provider checks route availability and may suspend an operation pending necessary information. Instructions to submit knowingly inaccurate declarations or evade applicable restrictions are not permitted.

3 Independent purchases and purchasing on instruction

3.1. For an independent purchase, the customer contracts with the retailer, pays for the goods and provides the warehouse address and personal identifier. PureMF provides the agreed warehouse and logistics services; the retailer's obligations do not automatically become PureMF's obligations.

3.2. For a purchase on instruction, the customer confirms the product link and specifications, quantity, maximum price, expenses and service fee. The price of goods, delivery to the warehouse, taxes and commission are shown separately. A price increase beyond the agreed limit requires fresh confirmation; silence is not consent.

3.3. The Provider purchases goods in its own name and at the customer's expense on the customer's instructions, including through local partners. Ownership and the risk of accidental loss or damage pass to the customer upon purchase, meaning payment to the retailer by the Provider on the customer's instructions. This does not exclude the Provider's liability for its own breaches. The purchasing service is completed when the goods arrive at a PureMF warehouse and receipt is recorded in the account. Expenses are supported by retailer documents; unused advances are reconciled and refunded or applied to new instructions.

3.4. If goods are unavailable or the retailer cancels the purchase, the Provider informs the customer and refunds unused funds following reconciliation. Substitution and partial purchase require customer consent. Commission is calculated for each item actually purchased and retained for a completed service, subject to mandatory law.

4 Receipt and storage

4.1. On receipt of a parcel, its arrival date, warehouse, customer identifier, tracking number and available condition information are recorded. If its owner cannot be identified, checks are conducted and information requested. Receiving an unidentified parcel does not authorise arbitrary paid services.

4.2. Basic photographs and available measurements are posted in the account. Standard receipt and contents checks are not expert assessments of quality, authenticity or functionality. The scope, price and form of any separate inspection are agreed in advance.

4.3. The first 14 calendar days of storage for each incoming parcel are free; from day 15, the charge is USD 0.50 per parcel per day. A partial day counts as a full day; arrival and dispatch days are included. If a parcel is dispatched before month-end, charges accrue through the dispatch day inclusive and are debited on the last calendar day of the month. The customer receives a breakdown by parcel and period. Local time at the US warehouse applies; for Delaware this is America/New_York, including seasonal clock changes. Consolidation or repacking does not automatically restart the storage period.

4.4. The maximum storage period is 45 calendar days unless an extension is separately agreed. At least 7 calendar days before it expires, the Provider sends notice by email and through the account, states the expiry date and offers dispatch, return or extension. After expiry, unclaimed goods are subject to disposal in accordance with applicable law. The Provider records the notice and disposal. Any longer notice period or different procedure required by law takes precedence.

5 Warehouse services and delivery

5.1. Warehouse operations are performed on the customer's instructions. Each service actually performed and each delivery is charged at the relevant tariff and billing unit. The operation, goods or parcels, date and result are recorded in the account. When parcels are split or deconsolidated, completed services remain chargeable and new operations are charged separately; the same operation is not charged twice. Additional materials require separate agreement.

5.2. Delivery is end-to-end, from the dispatch warehouse to the recipient's address. The agreed price includes all delivery expenses on the original route except duties and taxes under clause 5.4 and additional expenses under clause 5.5. The price depends on the route, method, weight and dimensions. The calculator provides an estimate; the final price and reasons for adjustments are disclosed after packing and before dispatch.

5.3. The order discloses estimated delivery times, the carrier or how it will be selected, tracking arrangements and proof of delivery. Delivery is completed when the parcel is handed to the recipient at the specified address. Handover to a carrier, packing, charging or issuing an invoice does not itself complete delivery.

5.4. Customs duties and taxes are excluded from the delivery price and are paid separately by the customer at the destination country's rates. The importer, declarant and customs representative depend on the route and applicable law. Collecting an amount in advance does not prove it was paid to the authorities; the Provider supplies payment information and reconciles any difference.

5.5. If delivery fails, the recipient refuses the parcel or it is returned to the sender, the customer may be charged separately for redelivery, return transport, related services, duties and taxes. The Provider explains the basis and calculation of the extra charge; additional services are agreed before ordering. Expenses caused by the Provider's breach are not passed to the customer. For delay, loss or damage, the Provider reviews the claim and works with partners; absence of additional protection does not remove mandatory liability.

5.6. Additional shipment protection is provided by ELECTROVEINS Limited for 3% of the value of the goods. If a protected shipment is lost or damaged, coverage includes the documented value of the goods and the delivery charge paid; duties and taxes are excluded. The customer supplies the shipment number, a description of the circumstances, evidence of the value of goods and delivery, and any available photographs and carrier documents. Claims are reviewed within 30 calendar days of receipt. Payment is made within 7 calendar days after a favourable decision. The decision and compensation calculation are sent to the customer. Additional protection does not limit the Provider's mandatory liability.

6 Prices and evidence of performance

6.1. Tariffs and contractual settlements are denominated in US dollars (USD). The Provider's own fees, the price of goods and reimbursable third-party expenses are shown separately. The basis of charges, billing unit and known additional expenses are disclosed before ordering. Payment in another currency follows clause 7.3.

6.2. Service performance, accrual of charges, reservation of funds, debiting and invoicing are recorded separately. Each charge is supported by the order, calculation basis, date and service result or evidence of expense. Customers receive an itemised breakdown.

6.3. Corrections retain the original record and history. Disputed amounts are reviewed separately; an error does not justify a second debit without a calculation and notification to the customer.

7 Payments and settlements

7.1. The customer pays for a confirmed order or makes an agreed advance using an available method. Before payment, the customer is shown the recipient's legal identity, its collection on behalf of ELECTROVEINS Limited, the amount and currency, fees and the amount credited to the order. Payment to an authorised recipient discharges the obligation to the Provider to the extent of the confirmed amount.

7.2. Where the Kyrgyz payment channel is available, funds may be collected through LLC “Bulk Range” using FreedomPay in KGS. This method is available only after authority has been documented, the payment provider has approved it and technical integration is complete. Receiving funds does not itself make the recipient the provider of the customer's services.

7.3. Payment is made in USD or another available currency at the USD exchange rate set by PureMF for the transaction date. Before confirmation, the customer sees the date and rate, amounts in USD and the payment currency, fees and the total rounded to the payment currency's smallest monetary unit. The rate is fixed on confirmation and is not changed retrospectively. Refunds in the original payment currency use the original transaction's exchange rate, including partial refunds. The customer's bank fees and conversion may differ from the service's calculations.

7.4. Where an internal balance is available in the account, it records advances, funds reserved for orders, charges and refunds. Adding funds does not itself confirm that a service has been performed. Reservations, charges and debits are shown separately. Unused advances are refunded under clause 8.4.

8 Cancellation and returns

8.1. Before purchase, the customer may request cancellation through the account or contact channel. After purchase, meaning payment to the retailer, the customer cannot cancel the purchasing instruction; returning the goods is a separate service under clause 8.2. For other services, unperformed actions that can be stopped are discontinued. Settlement takes account of services performed and documented non-refundable expenses. Mandatory customer rights under applicable law are preserved.

8.2. On return of goods to a retailer, commission for the completed purchasing service is retained, except where a refund is mandatory by law or results from the Provider's breach. The return service costs USD 10 per returned parcel, including parcels with a prepaid return label; return transport is paid separately unless already paid. The address, label, transport and retailer requirements are agreed before dispatch. A return service is not charged twice. The retailer's decision does not release the Provider from liability for its own breach.

8.3. A refund is linked to the original transaction, currency and payment channel. If refunding by the same method is technically or legally impossible, the parties agree on a lawful alternative. The Provider supplies the amount, initiation date and refund identifier; bank delays do not extend any mandatory refund deadline.

8.4. An unreserved advance balance is refunded on request after reconciliation of lawful charges. Disputed deductions are explained separately. Overpayments do not automatically become mandatory credit for future orders. Disputing a payment does not prevent a claim against the Provider.

9 Liability and claims

9.1. The Provider is responsible for its obligations and the actions of parties it engages to the extent required by the contract and mandatory law. It does not guarantee decisions by retailers or public authorities, but must properly perform its own actions and keep the customer informed.

9.2. The customer is responsible for accurate information and agreed obligations. Expenses resulting from a breach are borne by the responsible party where supported by a valid basis, causation and evidence.

9.3. Force majeure is assessed under applicable law. The affected party informs the other of the impediment and takes reasonable steps to mitigate its effects. Involvement of a bank, carrier or contractor does not automatically make a delay force majeure.

9.4. Claims are accepted at ask@electroveins.com and through account support. The customer supplies the order number, circumstances, requested remedy and available evidence. The Provider acknowledges receipt and responds on the merits within 10 business days, except for additional-protection claims governed by clause 5.6. Any shorter statutory deadline takes precedence. Referring a claim to a partner does not restart the deadline.

10 Data and changes to terms

10.1. Before data collection, the customer can access the privacy policy describing the roles of ELECTROVEINS Limited and its partners, purposes, recipients, retention periods and international transfers. Partners receive necessary data on an established lawful basis. Marketing consent is obtained separately where required; service notices are distinguished from advertising.

10.2. A new version is published with its effective date. Terms of a previously confirmed order are not replaced automatically. Material changes are communicated to the customer and confirmation recorded where required. Changing bank details does not change the contracting party.

11 Governing law and company details

11.1. The contract is governed by the laws of the Hong Kong Special Administrative Region. Disputes are subject to the non-exclusive jurisdiction of the competent courts of Hong Kong. This choice does not exclude mandatory rules, including consumer protection, or prevent the customer from applying to another court with jurisdiction under applicable law.

11.2. Provider: ELECTROVEINS Limited. Registered in Hong Kong, number 77062760. Address: ROOM 409 BEVERLEY COMMERCIAL CENTRE, 87-105 Chatham Road South, Tsim Sha Tsui, Hong Kong. Contact: ask@electroveins.com.
